being a pragmatic person, and hating conflict, if I were to suggest a new approach to this, I would ask for a larger team of moderators, and trying heavy-handed moderation for some time
like, "if it feels back to a few moderators, it goes; if behaviour persists, user goes"
putting such a plan forward might be a way out
and it can be adjusted if it completely spoils the fun
things you cannot change, and all that…

Well, that's certainly a direct approach taken...
 
As Jeff mentioned, @RegDwight has handled over 80% of the flags on the site. This alarms us (and would on any site, we just need to be better about handling the situation when it comes up) because moderation shouldn't rest on the shoulders of one. We've seen mods burn out because of this.
