Francois ZieglerDo(es)n’t said user(s) simply exploit the loophole once detected by @MattF. (newly created accounts can spend the association bonus on bounties), and wouldn’t that part be solved by following his then-suggestion (make the “set bounties” privilege higher than 101)?

As far as I can tell, none of the accounts got an association bonus in the first place. Note that you only get an association bonus if (1) the account you are creating is registered, (2) you already have an account on another site in the SE network, and (3) you have at least 200 reputation on that other site. In contrast, many of the accounts in question are unregistered, and those that are registered are only on MO. — Emil Jeřábek 3 hours ago

The new incarnation of Asura Path got an association bonus both here (which they spent almost immediately on a bounty) and on math.stackexchange, although I can't see why they qualified on either site. — Jeremy Rickard 2 hours ago

As far as I can say, there are users who used association bonus.
It is difficult to find out the same for the users who have already deleted their MO accounts. At best, we might be able to check (using SEDE) how many upvotes/downvotes they got. But this will, for example, ignore deleted posts.

Just to test it, the query returns 19572 for quid, in Wayback Machine I see 19243.
Or we can take similar query for existing users as a test. For Todd Trimble - who has reputation 44204 - the query returns 44278.
So it's not completely off.
The post 331865 had bounties from now deleted users 138661 and 141715 mathoverflow.net/posts/331865/revisions
The user 138661 earned rather nontrivial reputation on MO, around 1000 reputation points: reputation, questions, answers.

User 140765 also earned some non-trivial reputation on MO: Google Cache shows 317, SEDE query returns 377; here are also questions ...
... and answers.

Indeed, the MO account phd shows association bonus, but neither network profile nor other sites.

BTW this might be related to the way to hide other communities - so that we see only that the user got association bonus, but we do not see other communities: How do I hide my accounts on a specific Stack Exchange site?
And also this answer on a bug report: Hidden profiles are not hidden at all
