@Rainbacon Question for you: Regarding your answer to point 1. in the questionnaire... If I told you that a.) people can't vote to delete positive scoring posts, so there might not be any delete votes and b.) your delete vote as a moderator is more binding (a post that a moderator deleted can't be undeleted by the community or the post author)... Would that change your answer there?
(Same goes for the answer to point 5, about delete voting ;) )

@Tinkeringbell AJ asked almost the same question about deleting positively scored posts under my questionnaire. If you'd like I bring that answer here in addition to answering your other question
 
@Rainbacon Sure! Just note that I asked in here two minutes before AJ asked on Meta XD I can go read the answer you posted on meta too, whatever suits you better ;)
 
If the post was a true non-answer, then I would have no qualms with deleting it. If it is an answer that just lacks back up, I would look at a few factors: the number of flags on the post, how old the comments are, etc. If there are no flags, then I would hesitate to delete. I also would likely not delete if the comments asking for backup weren't more than a few hours old. I'd give the author a chance to see the comments before deleting their answer.
If they've had sufficient time and have not addressed the comments, I would delete and leave a comment explaining that they can edit and then flag for undeletion

As for your second question:
With the votes being more binding, the thing I would change is to ensure that if I'm deleting a post I leave a comment with instructions on how to improve it and how to get it undeleted
