The tqft website was set up by Scott Morrison and he also communicated with Stack Exchange when MO wanted to create the redirect - so he might be the right person to ask about that.
The people who run MO before it joined Stack Exchange network are probably in a good position what was used back then.
There is also the issue of deprecated tags - although that would probably be a discussion for MO editors' lounge.
I was planning to write a feature request about customizing the modal window for the first time askers. But I did not have time to do it. (So I envy you a bit, if you have some free time now.)
I'm starting to learn about the existing ways the mods keep track of things like this, and it seems I'm replicating conversations you've had with Francois in the last few months.
Regarding the modal window, the plan right now is to post a new meta question with a concrete proposal. I'm hoping we will have it posted in the next day or two.
@MartinSleziak Do you happen to remember the precise length constraints for the modal window?

Also Martin, I notice that somehow your link to the discussion in this chat room on the modal window back in January has it classified as a "conversation" within this chat room or something like that.
I don't know how much conversation the new meta post is going to generate, but it might end up making sense to set up something like that again. I don't know how it works, though. If that becomes appropriate and you'd like to do it or else walk me through the process, that would be good.
