Yes. There's no event in the reputation tab, that displays things as if question upvotes have always been worth 10 points. There's an entry in the user history (only accessible to moderators and staff, very boring for most users, almost all entries are just the periodic reputation recalculations), yours says "Global Recalc: question upvote value change old rep = 22067, new rep = 22282". — Daniel Fischer ♦ 15 hours ago
For regular users, total number of upvotes on their questions can give rough estimate of the reputation change: data.stackexchange.com/mathoverflow/query/1148599/… (Of course this does not take into consideration the reputation cap.)
I am not too good with SQL - I have asked about these queries also in the SEDE chatroom.

@MartinSleziak Here is the same query with addition of multiplying the number by 5.
And also a query showing users who earned most reputation: Users with largest reputation change after question upvotes were changed from +5 to +10
