Personally, I consider a bit unfortunate that we haven't heard from moderators about the new design. (The only things I've seen were the comments by Scott Morrison on your post. And one of the moderators said - in an email - that he is find with the new design.)
Just to make this more clear, the comments I meant were:
Personally, I don't think tweaking web design is a reasonable adjustment. We put this clause in for substantive features, such as the trial of the citation tool, which was later adopted and fully supported by SE. Injecting javascript which modified the layout of the page, or the behaviour of user interface elements, seems like a massive maintenance task, and I don't foresee MO being able to do this. Would we hire a programmer? — Scott Morrison ♦ Dec 21 '18 at 1:37
I think we're far from wanting to invoke that part of the agreement at this point. It's clear that SE does want to help here, and that the suggested changes (bring the color schemes back closer to the old design, perhaps introduce a faint background) seem within scope of what SE is happy to customise. Let's focus now on getting a clearly specified request for theming changes, and hope that SE can implement it soon in the new year. — Scott Morrison ♦ Dec 21 '18 at 23:24
@ScottMorrison Let's focus now on getting a clearly specified request for theming changes Any updates on this issue from the moderators' side? In the past month several users have suggested design changes here on Meta; and these suggestions have received a number of upvotes. Are you still waiting for user input? What sort of input specifically? Have moderators taken a decision and formulated a request for theming changes to be submitted to the SE team? — Federico Poloni Jan 22 at 23:11
Looking at stuff recently posted by the mods on Meta MathOverflow (posts and comments) I do not see anything related to the new there.
Needless to say, mods have some advantage over regular user regarding their knowledge about the new design.
From Todd Trimble's message here in chat it seems that they were at least aware of the new design coming already back in August. (Although the comment does not clarify how much discussion about the new design between MO mods and SE staff were going on at that time.)
And also they've seen the new design before regular users did. (Although in this case I suppose that there was only short period before other users could start testing it.)
@gparyani: We've been discussing this change with the moderators and given them a sneak preview for the past week. As always, we are honored to have MathOverflow as a part of the Stack Exchange network. I hope people will provide their honest feedback in the answers below so that we can have a productive conversation about the new theme. — Jon Ericson ♦ Nov 20 '18 at 4:55

I will just add that I have asked last month about the new design in this room on January 6 and January 24. (We will see when something new comes from Stack Exchange and the DAG team.)
