@ToddTrimble If the intention is to start again the discussion about CW question, maybe adding tag to the question might be useful so that it attracts a bit more attention and does not go unnoticed?
I have recently upvoted the question - to get it to score >=3. This would make it appear in the community bulletin (unless the score decreases again and until it is 14 days old).
But featuring the question would keep it there definitely longer.

On a completely different note - is it known when MO gets the new theme? Meta.SE: Rollout of new network site themes.
I will not be surprised if it is going to be received similarly as on Mathematics, the announcement on meta currently has score $-89$: Mathematics new site theme is live.

We will see whether some users join the discussion about CW initiated by Todd Trimble.
If some reasonable consensus is reached and if some (at least vague) rules are written down, maybe it should be mentioned in the community wiki tag-info. Perhaps including the link to this answer or to the posts which are linked there.
The tag-info currently contains only links to the network-wide information.
