I see no harm in a generic question about suspension. As you are probably aware, the earlier question under discussion has been deleted. I don't see any particular merit to undeleting it: I still find its construction ambiguous, and I don't think I was the only one to see a request for private details as a plausible interpretation.
@MartinSleziak Thank you for bringing the duplicates to my attention. For the first one, I see that Prof. Jibladze has requested multiple times to keep it open.

@S.Carnahan I don't really see what you mean by "requested ... to keep it open".
This seems as an acknowledgement that it is a duplicate:
> Although this was not on the Related list, browsing through recent questions I discovered Migration to Physics.SE; practically this one is a duplicate of it, but let me still leave mine here as it contains another obvious example.
The phrasing "still leave mine here" might be interpreted as do not delete this question rather than do not close it as a duplicate. But maybe you meant something else.
Thanks for closing the duplicates. (Of course, in a healthy site with enough community moderation, duplicates are often closed by regular users through the review rather than by moderators. Still, at least they were closed.)

Maybe you meant this: "I think I will still leave my question open for consideration."?
Still, this can be interpreted as - "I am not going to delete my question. I am not going to vote to close it myself. I'll leave it here for others to see."

@MartinSleziak I think the comment on the question is a bit less ambiguous. However, even though his wishes seem to be relatively clear to me, I think it is still reasonable to close this as a duplicate. This is mostly because I don't think a lot of duplicate questions necessarily carries that much weight in terms of influencing the allocation of resources of the development team.

I see you mean this one:
@MartinSleziak Thank you for providing highly relevant information as usual. In principle it is now clear that my question is superseded by several others, but I still would like to leave it open as additional evidence for extending that list with (at least) physics.SE — მამუკა ჯიბლაძე Nov 26 '17 at 7:38
By "development team" you mean MO moderators?
AFAICT adding/removing migration paths is something which is - at least to some extent - decided on per-site level. (The staff only gets involved after the mods request them to add a migration path.)
