A troll went to the website I've been working on yesterday and entered many fraudulent purchases, this caused our credit card service vendor to disable our account. The person in charge of the event the website is for asked me why would someone do this to our website. My thought was you are really asking me this? That person is a few months older than I am and really doesn't have a clue.

This "doesn't work outside the US" isn't clear, the problem is that it "fails to decode UTF-8 characters" which are encoded on 2 bytes or more. With the current code, %C3%89 is interpreted as two characters à (Chr("&HC3")) and (Chr("&H89")) instead of the only one character É (Chr("&HC9"). To go from the UTF-8 bytes c3 89 to U+00C9, use this UTF-8 to UTF-16LE conversion function. — Sandra Rossi 14 secs ago
