Main problem is you'd need a third body that keeps an eye on things.

That's nice for a centralized system, not for a decentralized one.

If there's only 2 systems, Duga and Lurch, you can get away with 2 watchdogs, one on each.
Make one master, problem solved.
 
So for example, one could have a North American and a European "Duga" and tell k8s that you always want exactly one of them running. Simple as that.
 
Is Kubernetes decentralized as well, or would it have to run on the back-up system?
 
No, k8s is not decentralized by itself but can be combined with things like Rancher for that.

But we get them through the Dutch body (NEN), perhaps those are less strict.
