Microsoft usually recommends you use a typical way of authentication/impersonation via certain simple settings. However, if you really need to call this API to perform certain tasks (protocol transition is one example), you have to use it as there is no other alternative. So when they told you something in an audit, that's only a reminder for you to review your exact usage. In any case, none of this should be happening. The fact that SE even allowed such a discrepancy to occur is in of itself a crime, not to mention the fact that they've allowed such a negative environment to exist that their own Moderators and Community Managers are stepping down and being fired.

Ok, so a moderator was revoked abilities because SE thought they would abuse them, or misuse them, etc...
 
I don't think there was any indication they thought she would abuse her powers

The Moderator info sharing policy is on a strict need-to-know basis. Only those whom the action was against, and who made the action may inquire, in addition to those above the moderator (not at same rank)
