Over on StackOverflow, my experience is that even a single attempt at answering the question is an answer. I've flagged for NAA several times which has been declined. Some of them I brought to Meta and then they got handled properly. If you want to discuss this particular flag, my suggestions is: Bring it up on our meta :)

None of what you are all suggesting is the intent I had when I wrote the comment.... and, in rereading it, I don't see where I put any personal attack on the person, or even his code.
