Definitely yes, keep learning if you like it - you just need more experience.
In RubberDuck, @Mat'sMug walked me through the project for a while, until I was able to jump right in.
In VSDiagnostics, everything was pretty simple, although @JeroenVannevel gave me hints for a few things.
 
So how can someone pass an interview and not land the job specifically speaking in programming terms
 
In Roslyn, someone from MS really helped me with setting the project up in my IDE, but I am pretty much on my own programming it, and it took me several days to even find where I needed to be.
Several ways.
1) Bad interviewer.
2) Maybe they know you aren't very good, but they think you have potential and are willing to pay you to develop.

3 years ago I was in college and had to make an entire end-years project but I sucked major donkeydong. I had trouble instantiating an arraylist in Java (yes, I literally mean the line List<String> uWotList = new ArrayList<>();. Then one day I decided I'd get more into it, made a Stack Overflow account and created a little program that allowed me to store information about all my accounts and passwords and saved it in an Access database

if you haven't got the slightest idea of how to go about implementing a rock-paper-scissors game, then you should be reading about console input and output, using loop constructs, IEnumerable<T> and the language you're learning - not design patterns.
