IMO its one of the hardest to grasp scopes on SE. Nevertheless the sites name can be misleading too.

In hindsight, I wonder if SE should have simply shut down the original version of Programmers (aka Not Programming Related) and started fresh with a brand new site. Would have made cleanup a lot easier.

FWIW my meta answer attempts (eh, and fails) to be devil's advocate there - I think Barry has a point with it being too broad, and ideally this meta discussion would end up setting a clear guideline for "what is considered too broad" on this site, which is a great contribution to CR's Big Picture.
 
This won't set a clear guideline on anything. It's politics at it's finest.
We should only be closing questions that are harmful to the community.
How is this question harmful?

I want to remind everyone that taking things personal is not a way to discuss issue that affect Code Review. Code Review has a scope that can be difficult to deal with so please remind yourself that community is not just you and your opinion. Sometime the majority will think differently than you but take this as decision for the community. We had multiple discussion like that ( question A vs B) (example code) and even if you think it's a bad decision it will still be a community decision.

Off topic questions can still get answers. Being closed doesn't mean the question is bad or the answers are bad, just that it might not be best for the site.
