Though from a compatibility standpoint, I'd say use UTC except where there's a compelling reason to use local time instead
 
I just use them as an informational (and sorting) tool.
But, I also have a "Time Zone" setting that allows people to select their local time.
And then anywhere a Date is displayed, it uses the localized time.
