I am grateful for all of the feedback and answers I received on my bounty question, but I'm a little confused about why all the answers seem to dance around the primary portion of the question. Most of the answers are related to the code provided for context (which is fine and appropriate), but none deal with the main portion of the code.
 
I now start to realize why you do not want unused code in your codebase... It takes a lot of time to write tests and documentation for them.

You should write your code in such a way that when, in 5 years, some new intern is maintaining, they can just do it. Because otherwise, you're doing it rather than whatever project you're supposed to be working on.
You can, however, leave a list of suggested reading material for help understanding important concepts in your code, like lambdas possibly.

For my next private project I'm intending to start with a User Requirements Document, then a Software Requirements Document, then an Architectural Design Document, then write the code, tests and documentation simultaneously using the git-flow model.
Quite a big shot... And not even doing TDD there.

Yes, but what was broke needs to be left, commented out. Otherwise, the fix might look dumb and non-obvious, so someone changes it back to the way it was before the fix thinking it is better.

Your question is challenging the usefulness of conventions, and as I read it as being somewhat confrontational, I am happy to downvote it too. For the record, I am unaware of 'occasional wiki' questions here on Code Review.... they strike me as being 'example code' by definition. Do you have examples of Code Review 'wiki like' questions?
Also, I see 200 Closed the question as opinion based. I can see his reasoning for that, essentially for the same reason as I responded the way I did. Your question in the text is seeking opinions, I wrote my answer based off the code... Not sure which 'response' is right, will think on it.

@skiwi JLS specifies a certain ordering of class members, for example constructors should come before other methods
but I cannot never find the right doc page
 
@janos I don't think there's required for where to place static member classes

now I get to scour a report and re-label stuff and change things, so that they can reject the report and go with the one that it built into the 3rd party application like I suggested after someone pointed it out that the built-in already does what I need it to do.....
