@gparyani Hey! Sorry for the delay with an answer.
I just have looked at [this article}(ru.stackoverflow.com/help/whats-meta) on SOru. I see that there is a string that says "one needs 5 rep to participate on meta" and "5" there is a variable. Which means it a system setting.
I have not heard of other restrictions / rules. Could you please point me to them?
