@NicolasChabanovsky In Meta, we often see votes indicating whether the community is for or against a discussion. That is, if a question has a score of -10 it is not indicative that it is bad, but that the community did not agree with what was proposed, so why is a very negative question still hidden from the homepage? Wouldn't it be interesting to keep the question visible always?
For example, if someone suggests a new feature that is rejected, they will have your question with a lot of negative votes. Other users will eventually never know that this suggestion existed because the question is no longer listed for them.
