Hi @Woss, @aki! Sorry that I make you waiting the answer. I googled a bit. As I understand it, those links are called sitelinks. Admins of a site have very little control of how those links are look, even if they appear or not. It is all on Google.
What are you think?

@NicolasChabanovsky Correct, the generation is automatic, but the information displayed is extracted from the site itself. I believe it is necessary to evaluate where he pulls this information and translate it correctly in international communities. Displaying a link to a Portuguese community with English descriptions can be confusing to a user.

Let me check one more thing.

9:03 PM
@NicolasChabanovsky funny thing is that SOes does show main page with a Spanish description, unlike SOpt which shows in English
from what I read, sitemap.xml may be related (it is a XML that tells Google what to use to render). For SO it even shows the search bar

I created the question in MSOpt too: https://pt.meta.stackoverflow.com/q/8035/5878
When you have a concrete answer on the subject or an SE position it would be interesting to answer there
You may even contact Google directly; it's probably also in their interest to fix that kind of content

9:22 PM
@Woss Could you please tell me where the link in English leads if you click on it?
My assumption is that it leads to SOen, it might be the link from top menu.
If so, the content there is in English.
@aki Could you please tell me where the links in English leads for SOja?

The "Faça uma pergunta" link leads to pt.stackoverflow.com/questions/ask
@NicolasChabanovsky But the most critical is the description that is displayed on the main link; even pointing to SOpt the English description is displayed

11:15 PM
@Woss asked my colleagues if there are any untranslated strings. Let me be back when I know.

11:31 PM
@NicolasChabanovsky Thanks
