what about a place where Meetups are held? For example I see there is a meetup on Python that takes place in different offices meetup.com/Python-Valencia-Meetup/events/past
there is also a place called Lanzadera where things seem to be easy to organize: meetup.com/Meetups-Lanzadera/events/261891055
not sure if there is any prominent SOes user who lives there and call give more insight

@NicolasChabanovsky I spoke with Catija about a user that got auto banned to ask by the system... Since this user has several question (20+) and only 2 bad ones (with -4) the system banned her.. But the real problem is with voting.. if you see the first page on the site, there is almost no votes in any question. This severe penalize user when doing something wrong...
How can we encourage to vote.. Even questions with accepted answers has no votes on them!

well no.. she spam new accounts to avoid the ban.. but at least I chat with her and she did admit the problem... She didn't know how to use the site, but I will have to ban her for at least a couple of days.. But at least a merge with all the account is posible.. But this is just an user.. I saw a lot of user auto banned to ask, just because a couple of bad questions surplus by far all of the others questions with 0 votes... The problem is the voting on SO es.. Nobody votes..
 
Let us think about that. If there is a problem with voting it is not an easy one. For example, I remember that we held a voting contest on SOja because folks had not voted as much as we expected. The problem was that after the contest was done, people stopped voting again.
I currently see only one way: try to convince folks to vote, for example, by posting on meta how votes are important.
What do you think?

But we need to stop penalizing new users with no votes, just because they are asking trivial things...

you can also create a question in Meta like "did you get the vox populi badge?" to encourage people voting
