I've been thinking some more about @Giuseppe 's comment(https://codegolf.stackexchange.com/a/188386/86301) about using R packages.
Say I need the function `word` from package `stringr`. I can't use `stringr::word` in base R, so I can choose between 2 options:
1. Say the language I am using is R + stringr, and call `stringr::word` or `library(stringr);word`
2. Say the language I am using is base R, and then I need `install.packages("stringr");stringr::word` for many more bytes.
Does this correspond to the consensus?
It could also be argued (although I don't like that argument) that in option 1, if the language is R+stringr, and not base R, then it's fair to assume that stringr is already loaded and I can call word directly.

@RobinRyder: yep, about using stringr::word I don't know what happens in other languages e.g. python... do they include import (or whatever is used) in the byte count when they use some external library ?

@digEmAll @RobinRyder for python they have to import the package (which assumes the package is installed) but in R we can of course access it directly with :: so we have to assume the package is installed, so 1. would be most comparable to the python situation; I think 2. might be one of the standard loopholes of downloading stuff off the internet
