@NirIzr Is diaphora always correct? In one case diaphora shows just a small change of a constant but fc /b command shows many bits.

Not sure what fc /b does but many bits may change and still, for example, represent the same instruction. Additionally, instruction's order may change, which may be more difficult for tools like FC to handle.

Of course, binary function level diffing is difficult to do well and there may be errors.
