If you want to mess with UDP an RPi might be better suited due to already having networking. Although with it the task will probably boil down to some linux networking tool. An Arduino with a networking shield might be more raw, and probably harder to do, but most likely a lot more fun
Buy an Arduino starter kit with an Arduino Uno, and get cracking with projects. O'Reilly has a book "Arduino Cookbook" which is well regarded
Of course my general recommendation is that you just find something you are interested in doing, set it as your goal and try doing it, learning what you need in the process

@JohnRennie My plan was to use Arduino/Raspberry Pi to create a home automation system for Wireless Charging. I need to detect the location of a device and send directed energy packets. I'll probably need to buy a lot of sensors, antenna and other stuff though. The main problem would be the physics part....i.e. preventing energy loss and generating enough power of atleast 0.01W. (Phones need around 1W) I might use capacitors to store energy. But I haven't worked out that plan as yet.

The latest design was made my UW Washington. But they used Wifi to charge devices and it generated a meagre $10^{-6}$ W at 2.4 GHz.

I will probably not couple it with a WiFi source, so that I can send more energy.

@BernardoMeurer Ya. It's gonna take time. But I'll try my best. I'm lucky that a physics professor at my university is willing to help me out and lend his lab for experimental purpose. :)
