Paul SweeneyYou won't need a modem but you will need a (cheaper) device called a hub or switch. For your purposes a router is a more sophisticated device than you will need, but it should also work. Plug a cable from each pc to the hub/switch/router. Usually it would be a straight patch cable, not crossover...

So I see you are in Australia and I am in UK, so we are going to get some time delay between responses, but I'm very keen to solve this issue for you
you said the hub was a known working one. I see from an edit that I think this is a possibly a modem router. If it is indeed working that should still be fine
if you said it was working then I'm guessing you had at least 2 pcs connected to it that were able to talk to each other
if that's the case, please try connecting 2 of the 4 new pcs we are trying to link together, using the same cables as were used to connect the original pcs to the modem router
see if you get the NIC link lights up on pc and router
one step at a time is the best way here. I don't think you should need the phone line in the wall for the router part to work - why I think that is if the phone line has a temporary fault, it wouldnt stop the router functionality, you'd just lose internet, so I think we are good without worrying about that
