@SPArcheon-onstrike For further context, the Administrative District is one of the earliest areas in the game, and the unique flavor text you get for each trash can you investigate occasionally questions your sanity for continuing to open every trash can you see. It turns into a running joke from there, with side content often referencing the Trailblazer's affinity for trash and trash cans (even going so far as to represent them as a raccoon).
With the Lordly Trashcans in particular, it seems to be implied that Sparkle might have created them in order to lean into/force the joke, but there's also a Divergent Universe event that references the strange "mythos" around them, and on the other hand it also seems like she kinda has her own thing for trash cans independent of that.
