Yichang Shengwu Jianwen Lu is listed and shown in a lot of anime websites. But is it anime? It clearly is in chinese, why is it consider it anime then? Was it animated in Japan or something? Is its animation style anime-like? Or what?

In steins gate we see Amane Suzuha pleading Okabe so bad to go back to past and save Makise Kurisu. My question is why didn't she went back to past to save makise kurisu... why Okabe has to be the one to save kurisu?
