We have standardized exams like that also, but they typically just report your percentile among all students.
Pretty useless since there's enough slackers and idiots around that you can make it to the top 1% without really trying.

I also don't know what a quantum processor is, but I can't see how it could cause a blackout. Really, it's practically impossible for a consumer to cause a blackout, but the only reasonable way to attempt to do it is to use lots of power.
Assuming a quantum processor is some component of a quantum computer, I'd expect it to use very little energy.
