Yeah that sometimes happens. It's kinda weird but it only seems to happen regularly for negatively voted posts.
 
somebody could call that "exercising" but it doesn't feel like it
hmm maybe it's actually a feature that is supposed to give downvoted answers a second chance
a new user might look at it and form their opinion without being biased by its low score

A51 is ridiculously buggy. Even the things that work correctly are just by coincidence that all relevant bugs cancelled out.
There's been no significant changes to it for years, simply because no one understands the code anymore.

when programmers stop understanding code, I think it's time to call up the creators and ask for code comments in exchange for pay
 
When they created it, they basically just took the existing Q&A site code and repurposed it.

Q: Next Generation of Area 51

blundersI've seen a few SE staff mention that a 'next gen' Area 51 is in the works, and wondering: what the rough road map is for it, how its release will effect proposals that are not in private-beta on its release, and what the currently rough expected ETA is for its deployment is.

Pretty sure it's never going to happen.

Localization is a bigger priority, but it's also something that will never be really finished. So A51 v2 is always going to be behind that and never going to happen.
 
Firefox is localized in hell knows how many languages and there are 2 currently in-development localizations at the bottom of that list

Yeah but that's not going to happen unless someone decides to devote time to it and makes something better than the existing version.
And since the code for the Q&A sites and A51 are both closed source, you'd have to start more-or-less from scratch.
Anyway, regarding the amount of bugs on A51:

Anyway I don't see a need for it. Even in proper English there are tons of words with the same spelling but different pronunciation. If you consistently italicize roumaji loanwords it's no problem. If you type it unitalicized it's still relatively clear given context.

Interestingly, it seems like whatever lets me cast delete votes on Area 51 discussion zone is basically giving me the full "Trusted User" privilege, but not the "Moderator Tools" one. So I can freely edit tag wikis but not edit tags inline.

5.3 over all time isn't bad for us. I'm disappointed we won't get to see the same kind of fluctuations as before, though.
 
Anyway it's entirely possible that it's an unintended change related to your bug report. You might want to ping the answer there to see if that change was intended.
And if it is, the mouseover text needs to be changed
