Re: your meta answer @DenisdeBernardy, in general I do agree that poor questions from trolls should just be closed and not salvaged. Salvaging questions only invites more troll questions. But in this case I'm not sure if the user is really a "troll" (they're new, let's give them the benefit of the doubt), and I think that the underlying question is actually a good on-topic one.
I'm not sure what the alternative is? Close vote, wait until deleted (if ever), and then re-ask the same question?
