I don't remember big worms being at the start of the game in 0.14, but I could be mistaken. I'm not sure if they evolved, or if they just didn't spawn as close to the starting area.
That was my first patch, but unfortunately, I pretty much avoided fighting for as long as possible, so by the time it took me to kill the worms, the evolution factor was already decently high
so I can't say for sure, but it seems odd to me that the devs would remove evolution from the worms
IMO, having massive worms is a (wontfix) bug due to the difficulty of evolving buildings

My guess is, worms didn't evolve in 0.14 either, but changes to the spawning between 0.14 and 0.15 made big worms spawn closer to the starting area in 0.15
