I think it is not the case, but can deleted posts which were closed be reopened?

@user400188 You mean whether they can be reopened without getting undeleted?
At least I can confirm that the system allows me to cast a reopen vote. As an experiment, I tried to vote to reopen this question: math.stackexchange.com/questions/1885559/the-range-of-value
I guess it could be possible to search in SEDE for posts which were reopened before getting undeleted.
But SEDE seems to be down right now.

@user400188 See the revision history here. Deleted: Nov 7 '16, Reopened: Nov 10 '16, Undeleted: Nov 15 '16.
I found it using this SEDE query.
The query still returns some false positives, for questions which were deleted and undeleted more than once.
The query searches for posts where we can find D, R, U in the posts history in this order. But still, the post will also be returned by that query if the events went like this: D U R C D U. (The letters in bold show that the D, R, U pattern is still there.)
Here is another example of a post which was reopened while it was deleted: math.stackexchange.com/posts/2555009/revisions

@Sil There are certain race conditions which can make this possible. I believe that there is a meta post about this somewhere, but really don't have the time to go looking for it right now.

@user400188 Though Martin Sleziak has already supplied examples and a SEDE query, the Meta SE post Why can I vote to reopen a deleted question? addresses this point — in short, it's a weird feature of the UI, possibly a bug, but it's not a pressing issue to devote any dev time to fix.

@Brahadeesh After going through all the Help Center articles, I would say this is not really necessary. Besides, very few items are actually editable by per-site moderators. The questions tagged on meta, on the other hand...
