Even if Trump waits and loses he can still do it after the election.
I suspect he will wait for two reasons 1. Dangling an open seat will drive Republican turnout since Rs typically care more about the supreme court. 2. It looks better.
 
I don't think they can convincingly claim that the election will impact filling the seat. It's not like they're going to let the next president do it. And I haven't seen any evidence recently that the GOP cares at all about even the appearance of propriety.
They'll probably throw out some platitude about how leaving the seat unfilled makes it harder for the court to do its job in "these difficult times" and my guess is that they'll imply that since Trump is an incumbent candidate, they can just operate under the assumption that he'll win so it's not really the same as with Garland.

It is not going to happen, but I guess that the fact that Trump tweeted that he would be interested might earn him some points (at least, among some voters).
I remember rather harsh comments by Rogan on Biden - I am not really sure how they would get along if they met personally. According to Wikipedia, Biden was interested to be on Joe Rogan's podcast, but he was never invited.
