I come again with a new idea. Let us construct a university in MSE. Like other universities it would have classes (chat rooms), stuffs (professors, directors, president, ...), research groups and etc. We would also have Bachelor and PhD programs in it and give graduated students Bachelor and PhD degrees. The following idea is so raw and may change basically by your helps.
First, I think, we should select a committee to make final decisions about the education instructions and other guidelines which are needed to manage this organization (All can suggest their opinions, but we need final decisions).

I'd like to point out that khanacademy.org is a great online education tool, it just lacks the academic aspect of a real university, but maybe that could be improved if more and more people contribute to elevating the content quality.
