I agree with this answer, but I think the approach should be "just the facts". Don't make it about throwing the PM under the bus (although that's the desired result), make it about "here's why the this problem occurred, here's why that problem occurred" and make it factual. Good answer :-). One nitpick: I don't think touching someone and waiting for them to complain is necessarily abusive behaviour. Things like that depend on the circumstances - for example, if it's very crowded, or if someone is very broad/tall, touching may be hard to avoid, and possibly even expected on public transport. In the end, it's all about conventions and expectations. In borderline cases like this, unfortunately you cannot rely on people respecting your wishes if you do not state them clearly. — sleske 1 min ago

What have you tried already? I assume that you've asked him to vacate at least a few times over the course of 5 years. What does he say for himself? Is he barring you from entering the shop? Does "calling the police to get rid of a squatter" qualify as legal action? (I tend to think of "legal action" as being a law suit, but maybe you meant it differently.) — Steve-O 1 min ago
