the sad part is, there's probably a good reason it's there too

I am sure there was such a reason. I am just not sure that serving a PHP file as text in hope that it will be properly parsed by browsers is the correct way to handle it

not that I know a better way

perhaps people who don't know much and just set up Apache or try to open install.php in their browser from the filesystem?
