Linking to personal repos isn't necessarily a bad thing, just like suggesting a plugin you've developed ( or any plugin in general ) isn't a bad thing. It's about context and content.
Usually spam is legitimate spam, someone specifically posting to promote something that is either has nothing to do with the post at hand or is written in the form of an advertisement.
It's in bad taste to do so as it's definitely suspicious.

a pull will fetch the changes and apply them to the working directory
I suspect you've confused git fetch which pulls down the versioned information but doesn't touch the working directory, and git pull which does a fetch followed by a merge
but as I said in my blog post, webhooks or cron job
cron job pulls at regular intervals
webhook fires when stuff gets pushed up, telling the server to pull
