SmokeDetector people asked if we wanted our threshold raised to 5, SFF said no we want to keep it at 3, yet I struggle to believe 3 people flagged this in 32 seconds.
 
Believe it. Only 3 autoflags were cast. Others flagged it manually.

I'm not sure why "outsider flag threshold" wouldn't be constructive. The threshold for flags set by third party users outside of this site. Seems pretty factual to me.
