Better not to.

@Seamusthedog mmmmh... I dunno. On the one hand, some sites could really use a sandbox, sure. But generally speaking, I think the "no rep loss for new users" is not optimal - some people don't care about it, especially on Stack Overflow, so that may not be enough of a motivation. Instead, it's best to provide the most feedback and advice, especially to new users. In an ideal world that happens swiftly, in real life... I guess that depends a lot on who's reviewing and when.
There's a lot of questions tagged on main Meta meta.stackexchange.com/questions/tagged/new-users possibly someone suggested something along those lines as well? And people better with words than I am may have answered :)
In general, I'd say don't worry too much about reputation (yeah, I know, it's easier to say when I've got more of it).
And don't worry about "terrible ideas" or whatever. Suggesting improvements, when done in good faith (like you are), is always welcome :)

@Jenayah I don't think he meant that you (collectively or personally) had a frightening or threatening effect (literally "intimidating") as much as just that the presence of people with a pile of evidence of their knowledge can give someone a bit of a case of stage fright when speaking up. (I'm not using scare-quotes, but that bit about "evidence of knowledge" should not be taken literally.)

I just complained about how hard it is to get books published abroad from libraries here, because the libraries barely even have the money necessary to keep its existing collection, and book prices abroad are expensive.

@Adamant Intra-party politics are even more abstruse than normal parliamentary politics, but the tea leaves suggest that nobody wanted to be publicly the leader of that when she could be taken down with a whisper campaign.
 
If everyone hated her so much, though, why wouldn't they simply chuck her out?
