I don't think you have to, but if your first two votes aren't needed it usually falls down to your 3rd, or some mechanic like that

@AJ Possibly it was just a timing thing, but - I cast votes 1 & 2, waited a couple minutes, and still didn't get the badge for participating in the election voting. I cast the 3rd vote and it triggered more or less immediately.
 
Possiblly you need to cast all 3 votes for the badge. Or you didn't wait long enough. I think the badge script is run like once per 10 minutes

@Marius, I won't retract my vote because you're too gentle.
But it wouldn't hurt to have an even gentler touch when interacting with someone unfamiliar who hasn't clearly invited rougher play, especially from a position of authority.
Everyone has surprising insecurities/vulnerabilities of the moment and they don't necessarily need to be toughened in every possible way right away just because a puzzle is at stake.
