Example 14th level wizard with Int 22.

FireBall, 3rd Level Blast
Normal: 3rd level slot, 10d6 dmg, DC 19
Limited Magic: 3rd level slot, 5d6 dmg, DC 14
Constitutional: 4th level slot, 5d6 dmg, DC 19
Heightened to 6th level: 6th level slot, 11d6 dmg, DC 19 <-- Probably your best option.
Heightened and Constitutional: 7th level slot, 11d6 dmg, DC 23

Compare to Best 7th Level Blast Spell, but only one target
Finger of Death, 7th Level
Normal: 140 dmg, DC 23, save for 3d6+14
LImited, 130 dmg, DC 20, save for 3d6 +13 dmg
You know, at the least, the system I am describing pushes back a number of problems to higher levels. Get rid of Flesh to Stone and a handful of other spells, and this works.
@KRyan I also understand what you are saying with envervate. Get two wizards with quicken enervate, and maximize envervate, it is pretty much a show stopper unless creature has SR.
But again, there goes their highest level slots
or at least a 7th and 8th level slot

Bottom line is I am not agreeing with your assertion that a couple modifications can't fix the game, at least to level 24 or so. Maybe 10 spells or so need to be removed (Just looked through treant's guide and ban many of the blue ones!)

@Ἄρτεμις On that, you are right. My apologies; this is supremely frustrating for me, but I can't blame you if I haven't been sufficiently convincing
but I also cannot "upload" the full extent of my experience to you via chat interface, or a Stack Exchange answer
ultimately, I think you need to actually try the system first, to get a better grasp of exactly how it does or does not function. Run your game, see how things go
read some handbooks on how to make the most of various classes
and see how different classes differ in capability
(unfortunately, the Pathfinder community is not exactly consistent; there are a lot of well-spoken, well-meaning people writing quite-detailed handbooks that are nonetheless full of bad advice. You might consider looking at some 3.5 stuff, too; being older, a lot of that stuff is better-vetted)
but you're trying to change the system without knowing how it functions before those changes, and that makes it really hard for you to judge answers, and there's nothing I can do about that
I can only suggest that I don't have the rep I have, and my answer doesn't have the votes it has, for no reason
