Tempted to just set the darn thing globally.
No, it is a session (i.e. development environment) setting, so save your session to persist or set the setting in a startup script.
You say "workspace", but I hope you don't actually mean a .dws file… You can actually write a simple hack to set this setting when you use Link/LOAD to fetch your code.
(You can also make a workspace set this setting when you load it.)

I've got an RC.aplf that runs at session startup.

It's just a debug env, essentially.
I created it because generating the data used to take way too long.
