I can't seem to find any word or set phrase that matches the nuances and usage of the word-type "fluff" well enough, but here are several that might fit the bill in context:外交辞令, 御託, 美辞麗句, 綺麗事, 絵空事, 建前, でまかせ, たわ言, 大風呂敷 The list covers a range of nuances, so it depends on the particular context which one (if any) is the best choice.
@FelipeChavesdeOliveira FWIW, as not the nimblest of native Japanese-pronounciator, 範囲 gives me no problem at all. It actually falls on the easier side for me, I think.
