I think it's a cool idea, but it's the kind of thing that's unlikely to be printed in a real set.
The afterlife ability will almost never trigger, which isn't really a good thing to have on an otherwise low-complexity card

for sure, not very useful in a standard set unless there is a companion mechanic that cares about saccing artifacts/permanents
EDH players would probably play it though

It's not a great rock, so you'd probably only play it in a deck that cares about both sacrificing artifacts and having small creatures

hmm, my Roomate has a Slobad, Goblin Tinkerer EDH deck that this would fit nicely in
it would actually be an alternate wincon since my roommates deck can cycle an artifact in and out of the graveyard infinitely
