@MoriDoweedhYaAgob IIRC they were neither; just some special tehHinoth said after hakhel and during avodath yom hakkippurim respectively.
So I guess more similar to tahHanun
You want to tell me that after reading for hakhel, the king said a shmone esrei in the azara before blessing the people?
 
it says a king doesnt bow down 5 times only once until the end. the kohen jodol bows every blessing and a regular yid bows the 5times
what does the service of yom kippur have to do with shamonei asrei in the general sense?

hello @IsaacMoses I have been told that you are this site's "patriarch", and I have a question about whether this site had a certain issue in it's early days or not, since all sites (as far as I know of) have faced some issues and have resolved them, and the wisdom and the way how an issue was resolved can also help other sites who come along and see. The question is whether this site faced the issue of inactivity of the meta, and (or) the core users. and if it did, how was it resolved?
