@unix_root Thanks for the input. However, the issue the OP is having is different. His saved password survives opening and closing the Chrome. The problem is that his passwords are lost when rebooting his computer.
@Novah By the way, the problem probably came back as a result of something being copied from the backup. It's appears to be likely what I suspected, something in the home directory. The command above might identify the culprit.

Can you show the last 10 or so lines?
By the way, if the line was executed correctly, this should show the culprit and make the resolution easy.

There are two quick checks... then we will apply the resolution. You've already identified that the passwords don't survive a reboot. Can you check if it will survive totally exiting Chrome and restarting Chrome?

Now the fix:
From the output, many files in your personal space isn't owned by you and you don't have permission as a normal user to access them.
You can regain owner of files in your personal space with:
Sorry... while composing the command I'm noticing that I gave you the wrong user to check. Will you run the above command again with your username instead of mine and give the output... change the "ljames" to "novah". I almost did the same thing again.
I was testing the commands on my system as I was giving them to you.

Are you saying you already replaced my name with your name and that was the output of:
find ~novah ! -user novah

Great! Now please give the output after running these two commands:
sudo chown -R novah:novah ~novah
find ~novah ! -user novah
