Is it correct to say that \expandafter itself is not expandable? So when TeX sees it, it immediately executes it?

@FaheemMitha lulatex-dev (in what you have and the 2020-02-02 release) is hb, the main one isn't luahbtex until texlive 2020

For example, the first chapter of TeX by Topic.

There doesn't appear to be a binary build of Biber 2.14. Unless I'm just missing it for some reason.

@DavidCarlisle I looked at the Biber website on Sourceforge.
 
@FaheemMitha i would guess rather few people use the upstream biber releases compared to what ships with texlive or miktex

Is there some reason why Biber 2.14 is required for this version of TeX Live? Earlier it was 2.13, but I assume things have not changed much.
The reason I ask is that 2.14 requires a more recent version of Perl to cpmpile than available on Debian 10 (buster). It's not the first time I've run into this problem.
The workaround I've used before it to use an upstream binary for biber, but that's not really a nice solution.

@FaheemMitha biber always seems to need a bleeding edge perl release not sure why really. I assume it's been 2.14 since texlive 2019 came out last year, but I don't follow biber developments much
 
@FaheemMitha It would seem so, unless it's mentioned in TeX the Program (which I haven't read). TbT mentions a pipeline of four processors: #1 is the input processor, which Knuth calls tex's eyes. #2 is the expansion processor, or tex's mouth according to Knuth. #3 and #4 together constitute what Knuth calls tex's stomach, with the execution processor primarily concerned with building lists and the visual processor doing the final steps of actual typesetting.
