@JosephWright Just updated TeX Live packages (got expl3-generic.tex version 2018-12-11), but I still receive the same error as yesterday (with ConTeXt from TL2018 – 2018-04-04, and with latest beta). Seemingly there is a local kpse = kpse followed by a local kpse_find = kpse.find_file in expl3.lua.
Sorry, I have just noticed that seemingly this update did not contain the changes in l3luatex.dtx because the expl3.lua file is still the one without resolvers check.
 
@barbarabeeton according to our language consultants: in British English (which is what we adhere to), through means "up to" and "to" means "up to and including". In Australian English is should be the other way around. In US English they are interchangeable.

@JosephWright The problem is that inexperienced users will fear that disabling S-mode is dangerous. Of course, it is no more dangerous that running Windows to begin with.

(another case of direct opposites between british and u.s. english. another one is "table" in the sense of "table a motion".) another conundrum regarding time: what time of day is 12:00 a.m., and what is 12:00 p.m.? i learned that 12:00 was the end of a period, so 12:00 a.m. is noon. but now it's used in quite the opposite sense. thus when making a schedule, i say explicitly "midnight" or "noon" so that it can't be misunderstood.
