So he just wanted to provide a more disciplined machine-like order to the lives of the people (Exact nature of that order unknown) But eventually, domination of the World which was only means to an End, became the End for him.

In short, In the third age, he just wanted to dominate primarily and wasn't exactly bothered about what he was gonna do afterwards?
