@DManokhin cool - probably best. You did cite your source so that is a positive, but there is a lot of crap on the internet. That’s one of the beautiful things about this site, that overtime blatant crap will get downvoted.

@bmike, as Daniil Manokhin lives in the United Kingdom and it is still technically apart of the European Union (at last till 11pm UK time on Friday, 29 March 2019) where one "must be at least 16 years old to access or use the Network or Services ...", why is his account still active when he has admitted he's just a child of 13 years? Shouldn't his account be suspended until the the United Kingdom has officially left the European Union?

@user3439894 let me see if there is guidance for the elected moderators. Typically we use the contact us link to ask about legal issues. Stand by for a bit while I review if there is more specific guidance.
There is a contact form category specifically for minors. It says 3 days to look at, so we will see if any action needs to be taken or is taken.
Thanks for making sure we’re aware of a possible violation of the terms of service. I’m not an expert on this, but the proper escalation is made already.
