@BeastOfCaerbannog It would be nice if the OP could write it up as an official answer. I would be happy to facilitate this but contacting this person might be an issue.
Otherwise in perhaps a week it could be reopened and answered as CW as you have suggested.

@andrew.46 Yes, but my point is that since the question is closed, the OP cannot add an answer as far as I know. Or can they?
 
@BeastOfCaerbannog I believe not. I had a hope that we could coordinate the OP's reappearance with reopening the question and then the answer added. It is a difficult situation...
I don't like to trample a fellow Mod's decision but I am sure the Community can :)

@andrew.46 indeed the community can change a mod's decision, but since the formatting of the question is not correct, I don't think it will be easily reopened, if at all.
I have voted to reopen it though. Let's see how it goes.

@BeastOfCaerbannog Also the closing reason for this is terribly wrong: "This question does not appear to be about Ubuntu within the scope defined in the help center." In fact, the question is not off-topic, the format is wrong, and closing with the wrong reason does not help the OP comply with the correct formatting.
So we currently have this situation:
- A Q&A posted as an answer.
- It gets closed as off-topic by a mod, without it really being off-topic.
- The OP cannot now add the answer as a separate answer in order to comply to the site's formatting.
- We must now reopen the question in order for the OP to add their answer properly or to be answered as a CW.
So the initial closing just made things worse, requiring a lot more effort to be taken in order to salvage this.
Additionally, the fact that it was closed by a mod makes it harder for it to get reopened, as usually mod-decisions are considered somewhat untouchable by many members of the community.

@BeastOfCaerbannog I have managed to attract the OP's attention and he is happy to write out a formal 'Answer' so I have reopened
OP has edited out the 'answer' from the question so the question is officially safe :)
